High Plains CDC was incorporated in January 1995 as a Community Housing Development Organization or CHDO, a federal designation, to provide for affordable housing development and related housing services for the counties of northwest Nebraska. Since 1995 High Plains has developed 42 single family homes either through substantial rehabilitation or new construction with all homes developed for affordable housing homeownership. Headquartered in Chadron, High Plains is the only CHDO in the Nebraska Panhandle.
High Plains most recent development is the massive rehabilitation of a former church built in 1888 and through High Plains’ Chadron YouthBuild program, the building was rehabilitated to a four bedroom, two bathroom single- family home, again for affordable home ownership.Despite the economic downturn in housing, High Plains continues to be committed to providing affordable homes for homeownership and will undertake a new housing development opportunity for 2012 by purchasing, rehabbing and then reselling a single family home in the Chadron area.

High Plains provides supportive housing services as a HUD Approved Housing Counseling Program and as a HUD Fair Housing Program. Through High Plains’ certified Housing Counselors, classes for homebuyer education is provided as well as individual counseling for those seeking to purchase a home, renters, and those in need of credit and budget counseling. In addition, High Plains provides through certified counselors Foreclosure counseling and the required counseling for those seeking a reverse mortgage through HUD’s Home Equity Conversion Mortgage program. Through the Fair Housing program, High Plains provides for outreach and education on fair housing laws, provides for individual assistance for landlords, tenants and others in the housing industry and assists HUD in the intake of complaints regarding fair housing.
High Plains is committed to furthering rural communities and working toward ensuring rural areas are part of national programs and initiatives. High Plains was selected in 2005 by the Kellogg Foundation as part of their Rural People Rural Policy initiative to represent Nebraska rural communities in furthering rural interests at the national level. In this endeavor, High Plains’ Executive Director participates as part of the Great Plains Network which consists of representatives from Nebraska, North Dakota, South Dakota, Montana and Idaho to work at the national level on policies that affect rural areas. In the fall of 2010, the Great Plains Network worked in Washington DC to help ensure that rural communities were part of the health care discussions and in the fall of 2011, the Network did the same to advance housing programs and avoid massive cuts in housing programs that would have greatly impacted rural communities. High Plains CDC remains committed to the national initiative, Stand Up For Rural America and have taken a major role in the 2009, 2010, and 2011 National Rural Assembly. |

- Prairie Pines Lodge - The facility, with 20 assisted living apartments and 46 independent apartments, is accredited by the State of Nebraska Board of Licensure, Medicare, and Medicaid. Services include: medication aide support, PHD pharmacy medication reviews, 24/7 licensed staffing, meal service, housekeeping, laundry, activities, transportation, religious services, and shopping.
